Evaluation of the Policy Effects of Collective Forest Tenure System Reform Based on Soft Systems Methodology

Abstract
The collective forest tenure system reform constitutes a major transformation of China's basic rural management system,and is of far-reaching significance for safeguarding forest farmers'legitimate rights and interests,advancing rural revitalization and fostering ecological civilization construction.The reform involves multiple stakeholders,diverse interests and multi-dimensional objectives.Traditional evaluation methods are incapable of systematically quantifying its multi-dimensional effects,and especially fail to fully capture soft factors such as forest farmers'satisfaction and policy implementation efficiency.For this reason,this paper introduces the soft systems methodology.By analyzing problem situations,establishing root definitions and multi-level conceptual models,it integrates hard indicators such as"forest stock volume"and soft indicators including"forest farmers'satisfaction"and"mediation efficiency of forest tenure disputes",and constructs a policy effect evaluation index system for collective forest tenure system reform covering economic,ecological,social and institutional dimensions.By comparing the index system with actual reform practices,this study verifies its scientific validity and operability,providing an powerful analytical tool for comprehensively and multi-dimensionally evaluating the overall effects of collective forest tenure system reform and further deepening the reform.关键词
