Local Explorations and Lessons Learned from Collective Forest Tenure System Reform:An Analysis Based on 50 Typical Cases

Abstract
Based on text analysis method and case induction method,this paper conducts an in-depth analysis of the 50 typical cases of collective forest tenure system reform released in four batches by the National Forestry and Grassland Administration from 2018 to 2023.First,from the perspective of local practices,this study sorts out the practical dilemmas faced by the collective forest tenure system reform,including low operational benefits,shortage of development funds,inadequate forest tenure guarantee,weak scientific and technological support,and difficulties in converting ecological benefits into economic value.Second,it summarizes proactive explorations undertaken by various regions to tackle the above-mentioned dilemmas,identifies key practical approaches centered on advancing scaled operations,facilitating financing channels,strengthening standardized forest tenure management,enhancing scientific and technological support,and exploring avenues for realizing resource value.Finally,drawing on case practices and new institutional economics theory,this study offers insights and prospects for deepening collective forest tenure system reform:such reform should center on clarifying,protecting,and activating forest tenure;prioritize optimizing the allocation of production factors like capital and technology;and aim to realize the value of forest ecological products,thereby invigorating the development of collective forests.关键词
