深化集体林权制度改革的对策建议
Countermeasures and Suggestions for Deepening the Reform of the Collective Forest Tenure System

Abstract
Based on sorting out the course of China's collective forest tenure system reform since 2002,this paper comprehensively assesses reform outcomes from economic,social and ecological dimensions,and focuses on analyzing the realistic constraints confronted in advancing deeper reform.The study indicates that the new round of collective forest tenure system reform has basically fulfilled the dual objectives of raising farmers'incomes and expanding forest resources.The forestry industry has developed rapidly,forest ecological functions have been remarkably improved,and farmers'participation and awareness of democracy have both strengthened.Nevertheless,the reform still faces practical dilemmas including slow progress in forest tenure-related real estate registration,sluggish circulation of collective forest tenure,inadequate forestry financial support,limited harvesting scope for planted commercial forests,and imperfect market-based mechanisms for realizing the value of forest ecological products.Accordingly,it is suggested to push forward systematic reforms by accelerating standardized construction of forest tenure-related real estate registration,promoting orderly moderate-scale operation of collective forestland,innovating the forestry financial support system,exploring refined and differentiated management of planted commercial forests,and perfecting diversified mechanisms for realizing the value of forest ecological products.It is expected to provide references for deepening the collective forest tenure system reform and advancing high-quality development of forestry in China.关键词
