产权视角下林地管护模式及优化策略
Modes and Optimization Strategies of Forestland Management and Protection from the Perspective of Property Rights:A Practical Investigation Based on Sichuan Province

Abstract
Forestland is an important material foundation for ecological system construction and forestry production development.However,deficiencies in management and protection practices as well as institutional shortcomings restrict the improvement of forest management efficiency in China.How to realize a reasonable adaptation between forestland property right ownership and management and protection modes,is a key issue urgently to be solved in current forestry development.Based on the forestland management and protection practices of more than 30 counties in Sichuan Province,this paper adopts inductive,comparative and deductive analytical methods.Taking the property right ownership of forestland elements as the basis,it sorts out the operation modes of forestland management and protection and puts forward targeted governance strategies.The study finds that there is a clear matching relationship between the property right ownership of forestland elements and forestland management and protection modes:1)State-owned forestlands with large scale,complete property rights and clear rights and responsibilities mainly adopt the professional employed management and protection mode;2)For state-owned-collective mixed forestlands with moderate scale,incomplete property rights and unequal rights and responsibilities,the semi-professional employed management and protection mode serves as an important option to make up for management and protection gaps;3)Collective forestlands with small scale,incomplete property rights and clear rights and responsibilities mostly adopt the part-time self-management mode.The management and protection modes under different matching relationships all face common governance dilemmas of insufficient incentives and weak constraints.Governance optimization should be adapted to local conditions to conform to the practical application scenarios of different management and protection modes.关键词
