Abstract
Haiyuan County is located in the transitional zone between the Loess Plateau and the Ordos Basin.It has a fragile ecology,frequent droughts,low-quality forest resources,and a prominent contradiction between livestock and grass.To address these issues,Haiyuan County has established an ecological governance model of"restricted grazing and enclosure+scientific utilization+industrial feedback",forming a compensation system led by the government,supplemented by the market,and involving social participation,including a vertical compensation mechanism led by fiscal funds,an exploratory market-based compensation mechanism,a horizontal ecological compensation mechanism,a grassland subsidy and industrial feedback mechanism,etc.The scientific assessment and pilot work are continuously improving.However,it still faces challenges such as low compensation standards,a single source of funds,increased management pressure,and incomplete systems.Countermeasures such as dynamically adjusting compensation standards,conducting diversified financing and industrial development,strengthening technological support,and improving compensation systems,as well as development directions such as further integrating ecological compensation projects into national strategic projects,deepening market-oriented mechanisms,leveraging technology for ecological management,and promoting regional collaborative governance,are put forward,aiming to provide references for achieving a positive interaction between ecological protection and economic development and for promoting the ecological protection and high-quality development of the Yellow River Basin.关键词
