Innovative Policy Orientations and Path Selection in the Construction of the EU's Digital Sovereignty

Abstract
The European Union(EU)has demonstrated a distinctive pathway for reshaping its digital governance system by leveraging mission-oriented innovation policy in pursuit of digital sovereignty.Drawing on a case study and process tracing,this paper finds that the core mechanism lies in the EU's reliance on supranational institutional arrangements,through which mission-oriented innovation policy serves as the principal policy instrument for embedding normative values into digital governance reforms,as exemplified by initiatives such as EuroStack.The study further reveals that this transformation continues to be constrained by structural challenges,including multi-level institutional tensions,the efficiency of funding allocation,and imbalances in the talent ecosystem.Nevertheless,the EU is generating international spillover effects in digital governance by advancing institutional narratives and exporting regulatory frameworks.The EU's experience provides valuable insights for China in building an autonomous,secure,and open digital governance system.关键词
