Construction and Evolution of Non-timber Forest-based Economy Discourse in China:A Critical Discourse Analysis

Abstract
Against the backdrop of forestry's transition from mere timber utilization to multifunctional management,the non-timber forest-based economy has become a priority in China's forestry policy framework.Using Critical Discourse Analysis(CDA),this paper examines the construction and evolution of China's policy discourse on the non-timber forest-based economy from the three dimensions of text,discourse practice,and social practice.The study finds that the policy discourse of non-timber forest-based economy is dynamically complex,and the discourse of"scope defining","strategic positioning"and"actional deployment"presents multidimensional characteristics in explicit/implicit expressions and transformations.Its generation,distribution and consumption confirm policy legitimacy and enable strategic embedding through explicit intertextuality,hierarchical placement,and labelled consumption.Policy practice is shaped by central strategic priorities,inter-departmental power division,local performance-oriented governance,and farmers'passive participation,revealing tensions between"discourse and practice".The development of the non-timber forest-based economy is therefore not merely a pure industrial activity,but an outcome of the interaction between national governance logic and socio-economic structures.Accordingly,recommendations are proposed to consolidate institutional positioning,standardize policy texts,optimize policy instruments,adjust the focus of business operations,and cultivate business entities.关键词
