印度洋安全秩序中的印度角色转型与战略悖论
India's Role Transformation and Strategic Paradoxes in the Indian Ocean Security Order

Abstract
Against the backdrop of intensifying Indo-Pacific competition and the profound restructuring of the security order in the Indian Ocean,India has continuously reinforced its self-positioning as a"net security provider"in the region.Drawing on the role theory and the perspective of regional order-building,this article constructs an analytical framework of"role cognition-order feedback"to examine the transformation logic,principal practices,and strategic paradoxes of India's"net security provider"role.The study argues that the assertion of this role is rooted in India's"Indian Ocean first"maritime strategic cognition,propelled by the evolution of its maritime policy,and closely associated with the deepening of regional competition and the spillover of maritime security risks.India's position toward the Indian Ocean security order is one of"selective reshaping"centered on itself;under the Modi government,India has translated this role from strategic narrative into policy practice through the construction of forward footholds,escort and anti-piracy operations,the management of minilateral security mechanisms,and security assistance to neighboring states.From the perspective of order feedback,however,while India has secured enabling support from certain extra-regional powers,it simultaneously confronts the dual response of"functional acceptance coupled with sovereignty-based wariness"from neighboring states,as well as constraints arising from insufficient institutional embeddedness.On the whole,India at present more closely resembles a"contested security provider,"and remains markedly distant from becoming a stable order-shaping power broadly accepted across the region.关键词
