From Public Emotion to Community Identification:Emotional Governance Mechanisms for Forging the Sense of Community for Chinese Nation

Abstract
Forging the sense of community for Chinese nation depends not only on shared historical memory,cultur-al symbols,and institutionalized education,but also on the effective governance of public emotion generated through inter-actions,exchanges,and integration among all ethnic groups.Emotional governance is a process in which multiple actors,within the framework of the rule of law and rights protection,perceive and interpret public emotion,respond institutional-ly,adjust relationships,construct cultural narratives,and build shared meanings.Public emotion is contextual,relational,communicative,and malleable.Its transformation into community identification proceeds through four interconnected stages:emotional perception and meaning interpretation,institutional response and relationship repair,interactive practice and cultural empathy,and repeated reinforcement and value internalization.To promote the high-quality development of ethnic work in the new era,it is necessary to improve mechanisms for perceiving and responding to public emotion,deep-en the construction of inter-embedded social structures,strengthen the shared spiritual home for the Chinese nation,and improve coordinated online-offline communication,governance evaluation,and rights protection,thereby promoting the positive transformation of public emotion into community identification.关键词
