我国医疗服务价格改革政策量化研究
Quantitative research on Chinese medical service price reform policies
摘要
Abstract
Objective To quantitatively evaluate China's medical service price reform policies based on the PMC index model,so as to provide references for policy formulation and optimization.Methods Taking 43 representative policies issued af-ter the promulgation of the Pilot Plan for Medical Service Price Reform in 2021 as the text database,text mining was conducted via ROST CM6 software.A PMC index model consisting of 9 primary variables and 40 secondary variables was established around core terms to conduct a comprehensive evaluation of the sampled policies.Results According to the evaluation criteria,2 of the sampled policies were rated as"Perfect",25 as"Excellent",and 16 as"Acceptable".The overall average PMC index of the sampled policies was 7.41,which falls into the"Excellent"grade.The current policy framework for medical service prices is rel-atively sound but still has room for optimization.Conclusion To continuously deepen the medical service price reform,it is nec-essary to establish and improve a scientific and long-term government investment mechanism,strengthen legal support for medical service price policies,comprehensively apply various policy tools,and consolidate the main responsibilities of local governments while balancing the interests of all stakeholders.关键词
