摘要
Abstract
Objective To explore the solution paths for the problems of"connection without integration and management without unification"in urban medical groups under the background of legal person absence, verify the practical effectiveness of the"Party Committee leadership+contractual authorization"model, and provide a replicable model for the high-quality develop-ment of medical groups. Methods A single case study method was adopted, combining quantitative analysis and in-depth inter-views to analyze the construction logic, implementation paths and achieved results of the medical and health group model in City A in the central region.Paired t-test was used to compare the changes of 15 core indicators before and after the establishment of the group. Results Since the establishment and operation of the group for more than one year, all the 15 core indicators have been improved to varying degrees, and the differences were statistically significant(P<0.05).Conclusion The"Party Com-mittee leadership+contractual authorization"model breaks the traditional cognition that"unified legal person is the premise of in-tegrated management".It endows legitimacy through Party building and standardizes powers and responsibilities through con-tracts,providing a low-cost and promotable transitional plan for regions with limited reform resources and many institutional obsta-cles,and has important practical significance for deepening medical reform and promoting hierarchical diagnosis and treatment.关键词
