The Construction of Digital Government and the Boundaries of Enterprise Innovation

Abstract
As a pivotal pilot project for comprehensively implementing the strategy to build a cyber power and a key measure to advance the modernization of the national governance system,the development of digital government has laid a crucial foundation for expanding corporate innovation boundaries.Building upon the use of machine learning and the Government Work Report to measure city-level digital government development indices,systematically examines the impact and mechanism of digital government development on corporate innovation boundary expansion using patent data from Chinese listed companies from 2014 to 2023.The findings reveal that digital government development significantly broadens corporate innovation boundaries.This conclusion remains robust after undergoing various stability tests,including replacing explanatory variables,changing identification models,incorporating time trend terms,addressing reverse causality,and addressing endogeneity.From the perspective of the mechanism of action,the construction of digital government can effectively promote the expansion of the innovation boundaries of enterprises through such paths as improving the regional institutional environment,alleviating the uncertainty of economic policies,and strengthening the advantages of technological accessibility.The heterogeneity test shows that the promoting effect of digital government construction on the expansion of the innovation boundaries of enterprises is more significant in state-owned enterprises,high-tech enterprises,regions with high levels of intellectual property protection,and regions with a high level of new digital infrastructure.Further analysis reveals that government digital transformation significantly promotes the expansion of innovation boundaries in both strategic emerging industries and the technological innovation boundaries of corporate entities.In summary,this study provides theoretical interpretations and empirical evidence for building new dynamic competitive advantages and promoting high-quality innovation development in enterprises.关键词
