财政支出对区域创新绩效的影响研究
The Impact of Fiscal Expenditure on Regional Innovation Performance:Mediating Effect Analysis Based on the Integration of Four Chains

Abstract
Fiscal expenditure can mobilize various innovation resources and optimize the allocation of innovation factors through four-chain integration,thereby improving regional innovation performance.Based on the panel data of 31 provincial-level administrative regions in China from 2000 to 2024,this paper constructs a four-dimensional evaluation system for regional innovation performance covering technology,economy,society and environment.Taking four-chain integration as the mediating variable,it adopts the two-way fixed effect model,mediating effect model and panel threshold model to empirically explore the mechanism,threshold characteristics and regional heterogeneity of the impact of fiscal expenditure on regional innovation performance.The results show that fiscal expenditure on science and technology and fiscal expenditure on education form a two-wheel driving force for regional innovation,both of which exert a significant positive effect on multi-dimensional innovation performance.Four-chain integration plays a partial mediating role,and the transmission effect of fiscal expenditure on science and technology is stronger than that of fiscal expenditure on education.In addition,such impact presents a progressive single-threshold characteristic,and regional innovation shows obvious heterogeneity with a gradient development pattern across eastern,central and western China.Accordingly,this paper puts forward suggestions including optimizing the structure of fiscal expenditure,deepening the coordination of four chains and implementing differentiated regional innovation policies,so as to promote the high-quality development of regional innovation and foster new quality productive forces.关键词
