Eradication of the H7N6 Subtype HPAI Outbreak in Free-Range Layer Hens in New Zealand and Its Implications

Abstract
In order to establish scientific and practical methods and pathways for the prevention and control of highly pathogenic avian influenza(HPAI)in free-range poultry raised under forest canopies,based on the H7N6 subtype HPAI outbreak that occurred in a free-range layer farm in the Otago region on the South Island of New Zealand in December 2024,the entire process,including occurrence,emergency response,and complete eradication of the outbreak was systematically reviewed.New Zealand's legislative framework,standards,and management systems for avian influenza(AI)prevention and control were analyzed,and the practices and experiences in the outbreak eradication were summarized.A series of measures implemented in New Zealand had been recognized by the World Organisation for Animal Health(WOAH)as a global model for outbreak response,such as early detection and early reporting,immediate movement control,depopulation across the entire farm,full-chain biosafety disposal of contaminated materials,phased standardized cleaning and disinfection,upgrade of biosecurity facilities for free-range systems,formulation of quantifiable and traceable criteria for depopulation,quarantine lifting and eradication,and development of comprehensive technical standards and institutional frameworks.These practices offered significant implications for the comprehensive prevention and control of HPAI in free-range poultry in China.关键词
