Policy Evolution,Practical Dilemmas and Optimization Paths of Agricultural Land

Abstract
Facility agriculture serves as a vital foundation for establishing a diversified food supply system and advancing agricultural modernization,while the administration of facility agricultural land constitutes a key institutional arrangement to coordinate the development of facility agriculture and cultivated land protection.This paper systematically reviews the policy evolution,current characteristics and implementation effects of the administration of facility agricultural land in China,and analyzes prominent problems existing in multiple aspects,including the definition of land scope,construction standards,cultivated layer destruction identification,filing and supervision,integrated planning,land exit and reclamation,and follow-up supporting policies.Targeted policy suggestions are put forward,such as issuing follow-up policies in a timely manner,clarifying land scope and construction criteria,improving differentiated management centered on cultivated layer protection,and strengthening overall planning and digital supervision.The research can provide references for perfecting the management system of facility agricultural land and boosting the sound development of facility agriculture.关键词
