Institutional Synergy between Ecological Compensation and Carbon Emission Trading
摘要
Abstract
The institutional synergy between ecological compensation and carbon emission trading is the key to solving the difficulties in measurement, transaction and monetization of ecological products. However, due to differences in legal basis and operational logic, the two systems currently adopt a dual-track operation mode without effective linkage. This study identifies three major obstacles restricting their synergy.First, ambiguous property rights hinder the confirmation and circulation of carbon sink income rights.Second, the absence of unified accounting standards leads to price disconnection between ecological compensation and carbon trading.Third, insufficient market liquidity restricts the optimal allocation of cross-regional resources.Currently, there exist inherent coordination barriers in nature between the administrative contractual arrangement of ecological compensation and the market-oriented quasi-usufructory rights under carbon emission trading.Based on the logical framework of"property right definition, value quantification and market transaction",taking carbon sink income rights as the core property right hub connecting the two systems possesses legally sound and institutional feasibility, and can further promote the"securitization of ecological property rights".By virture of cross-regional ecological compensation trading platforms,an integrated synergy mechanism featuring"carbon emission reduction, carbon sink enhancement and people's income growth"can be ultimately established, providing a systematic solution for the realization and transformation of ecological value.关键词
