Logic,Challenges and Pathways for Coordinated Linkage Between Natural Resources and Ecological Environment

Abstract
Natural resources and ecological environment are two concepts reflecting different functions of nature for human beings,and both are embodied in the same physical natural element object.Clarifying their relationship is the cognitive premise for the coordinated advancement of resource development‑utilization and ecological‑environmental protection.On the basis of systematically sorting out the conceptual connotations and dialectical relationship between resources and environment,this paper interprets the transmission mechanism from"resource‑oriented causes"to"environmental consequences"in three dimensions of over‑exploitation,extensive utilization and extravagant consumption.It further analyzes the intersection mechanism of natural‑resource and ecological environmental management from four perspectives:property‑right foundation,spatial carrier,bottom‑line constraint and value transformation.Along four aspects including shared responsibility,intelligent application of data,whole‑chain linkage and institutional integration,coordinated interaction pathways oriented to the 15th Five‑Year Plan period are proposed.This study aims to provide theoretical support and decision‑making reference for consolidating the ecological security barrier and promoting the dynamic balance between high‑quality development and high‑level protection.关键词
