Compilation of Natural Resource Inventory for Agents to Perform Owner's Duties
摘要
Abstract
The compilation of natural resource inventory for the hierarchical agency to fulfill the responsibilities of natural resource asset owned by the whole people is the basic work of the principal-agent mechanism of natural resource assets owned by the whole people,and is also the basis for the effective and uniform implementation of the responsibilities of natural resource asset owners.The article analyzes the origin and preparation premise of the natural resource inventory,combines the pilot practice,and points out that the current provincial inventory in Sichuan Province has problems such as overlapping resource scopes,unclear duty boundaries between the principal and the agent,and the unreasonable distinction between the duties of the owner and the duties of the administrator.In view of the above problems,the article proposes to explore evaluating the importance of resources and analyzing the characteristics of public welfare and commercial operation to support the division of the scope of resources,and to increase the owner's duties of the principal to further clarify the boundaries of the duties of the principal and the agent,etc.In addition,the article also discusses the general requirements such as compilation principles and procedures and the main contents of the natural resource inventory,and puts forward suggestions for promoting the implementation of the natural resource inventory.关键词
