Climate-ecological products and county-level economic growth:evidence from the National Climate Sign

Abstract
Tapping into the potential of climate resources,developing climate-ecological products tailored to local conditions,and ac-tively promoting the value realization of such products serve as a crucial pathway for transforming"lucid waters and lush mountains"in-to"invaluable assets,"as well as the most direct and effective means of driving green economic growth.Against the backdrop of the con-vergence of the"dual carbon"goals and the rural revitalization strategy,the National Climate Sign(NCS),as an authoritative certifica-tion of high-quality climate and ecological resources,provides a key institutional entry point for counties to transform ecological advan-tages into economic drivers.Accordingly,this study focused on the empowering effect of climate resources on county economies,took the NCS as the entry point,and employed a difference-in-differences(DID)model to examine how it boosts county-level economic growth,revealing its significance for China's realization of common prosperity.The findings showed that:(1)NCS-certified cities signifi-cantly enhanced county-level economic growth,and this conclusion remained robust under a series of robustness checks,including re-placing the dependent variable,adopting the PSM-DID method,and incorporating predetermined variables.(2)Mechanism analysis showed that NCS-certified cities promoted county-level economic growth through two pathways:fostering the development of the tertiary industry and upgrading the industrial structure.(3)Moderating effect analysis indicated that the level of artificial intelligence(AI)devel-opment strengthened the economic growth effect of NCS-certified cities.(4)Further analysis revealed that,compared with cities recog-nized for agricultural product quality,those designated as climate-type NCS cities benefited more.Moreover,the greater the household consumption capacity,the stronger the level of financial development,and the better the government fiscal conditions,the more fully the ecological dividends of NCS-certified cities were unleashed.Based on these findings,this study proposes the following policy recom-mendations:deepen the brand development of the NCS and improve its long-term mechanisms;strengthen industrial linkages and indus-trial structure upgrading;promote empowerment through smart technologies;and implement differentiated regional support policies to enhance the precision and sustainability of the economic growth effect.In doing so,the benchmark role of the NCS in promoting green and high-quality economic growth can be fully leveraged to support the realization of the"dual carbon"goals and the coordinated ad-vancement of common prosperity.关键词
