How Digital Technologies Restructuring Primary Healthcare:Empowerment Mechanism and Optimization Path of Compact County-Level Medical Consortiums

Abstract
Compact county-level medical consortiums are the core carrier for reconstructing the primary healthcare service system and implementing the hierarchical diagnosis and treatment system.However,current practical dilemmas still exist,such as data sharing obstacles caused by system fragmentation,insufficient collaborative motivation due to imperfect mechanisms,de-creased operational efficiency resulting from talent shortages,and unbalanced regional development brought about by uneven in-vestment.Digital technologies have driven medical consortiums from"formal integration"to"substantive reshaping",but their empowerment mechanism has not been systematically explained.Based on the collaborative governance theory and technology em-powerment framework,a three-dimensional analytical model of"resource restructuring-process reengineering-governance reconstruction"was constructed to systematically analyze the mechanism of digital technologies in reshaping primary healthcare.It can be concluded that digital empowerment is not a simple technical superposition,but breaks barriers through a resource aggrega-tion mechanism,optimizes processes through an intelligent driving mechanism,and reconstructs relationships through a collabora-tive governance mechanism,ultimately achieving the systematic reshaping of the primary healthcare service system.Combined with the on-site research conducted in Fujian,Jiangsu and other regions,as well as typical innovative practices of cases in Youxi and Dongtai and other areas,a systematic optimization path was put forward from four dimensions of technology integration,mechanism innovation,talent cultivation,and resource guarantee,providing theoretical reference and practical experience for digital technolo-gy-driven high-quality development of primary healthcare.关键词
