Construction of an evaluation index system for a safe and resilient modern water network

Abstract
The construction of the national water network is a major strategic arrangement made by the CPC Central Committee based on China's national conditions and water conditions,with a view to ensuring the sustainable development of the Chinese nation.Accelerating the construction of a modernized water network is a major deployment for raising the level of national water network construction.In light of the requirements of Chinese-style modernization,the people's demand for high-quality and efficient water networks,and the challenges posed by extreme climate,this paper analyzes the main characteristics of a safe and resilient modern water network from the dimensions of safety,resilience,and modernity.Based on the basic characteristics of a safe and resilient modern water network,this paper conducts research on the evaluation system for a safe and resilient modern water network.Taking provincial-level water networks as the research objects,following the principles of being scientific,systematic,feasible,and guidance-oriented,and in accordance with the requirements of relevant national standards and specifications,policy documents,and planning arrangements,and with comprehensive consideration of indicator representativeness,this paper selects indicators,determines indicator thresholds,and carries out standardization.Using a comprehensive evaluation method,it systematically constructs an evaluation index system for a safe and resilient modern water network,comprising 3 primary indicators,10 secondary indicators,and 29 tertiary indicators.Four typical provincial-level water networks in North China,Northwest China,South China,and Central China are selected for trial evaluation.The strengths and weaknesses of each water network's construction are analyzed,and quantitative assessment and grading of the construction and operation levels of the water networks are preliminarily achieved.关键词
