How Can the Policy Toolbox Drive the Deep Evolution of Industry-Education Integration?

Abstract
Since the launch of the"Double High-Level Plan",two rounds of development have been completed.Unlike the first round(2019-2023),which focused on institutional conditions and the foundational development of professional clusters,the second round(2025-2029)explicitly proposes"high-level institutional capacity and high-quality industry-education integration",with the core essence of promoting industry-education integration from formal cooperation to substantive symbiosis.To achieve the second-round development goals,there is an urgent need to address the structural dilemmas of"institutional enthusiasm versus corporate indifference"and"integration without depth".Based on symbiosis theory,evolutionary game theory,and multi-agent system dynamics,this study constructs a four-party game model of government-industry-enterprise-institution and an analytical framework of"commensalism-mutual prosperity-co-evolution"for higher vocational education's industry-academia-research collaboration.Selecting the policy scenario of the second round of the"Double High-Level Plan",the study conducts recursive simulation of variables and feedback relationships and realizes parametric analysis based on the recursive simulation.The findings reveal that the industry-education integration system exhibits multiple equilibria and two types of critical phase transitions(trust threshold and efficacy threshold).A single policy tool is insufficient to drive qualitative transformation;instead,incentive-based,capacity-building,and system-reform tools must be coordinated to cross the incentive compatibility threshold.Government support and the endogenous efficacy of knowledge transfer are high-leverage factors that determine the pathway and steady state of the system's transition toward"reciprocal symbiosis".Case verification demonstrates that policy tool combinations can significantly reduce enterprise participation costs,improve coordination efficiency,and propel the system from commensalism through mutual prosperity to co-evolution.This study provides theoretical foundations and replicable quantitative decision support for precisely designing the policy toolbox for the second round of the"Double High-Level Plan"and constructing multi-stakeholder collaborative governance and a high-quality symbiotic ecosystem.关键词
