Multi-Actor Collaborative Governance Mechanisms from a Public Governance Perspective:Evidence from Municipal Household Waste Sorting in Urban China

Abstract
[Purpose/Significance]From a public governance perspective,this study examines munici-pal household waste sorting among urban residents in China to clarify the core meaning and operating logic of multi-actor collaborative governance.It investigates the collaboration and practical challenges among government,enterprises,the public,communities,and social organizations,identifies the mechanisms and bottlenecks of col-laborative drivers,structure,and process,and distills transferable insights to inform institutional design and policy optimization for multi-actor collaborative governance in public affairs.[Method/Process]Drawing on multi-actor collaborative governance theory,this study develops a progressive analytical framework of"collaborative driv-ers-collaborative structure-collaborative process".Using waste sorting as the research setting,it conducts scenar-io-based analysis to systematically identify the sources of collaborative drivers,modes of structural embedding,and mechanisms of process feedback.This approach enables the study to diagnose collaboration bottlenecks,dis-till transferable governance patterns,and propose effective collaborative pathways and policy recommendations.[Result/Conclusion]The findings indicate that effective multi-actor collaboration in public governance requires:A scenario-based division of responsibilities and a collaborative structure characterized by"key-actor leadership with cross-embedded participation";a closed-loop collaborative process comprising"information sharing and in-tegration-monitoring and evaluation-feedback and adjustment";an integrated"policy tools+technology tools"mix with differentiated incentives and constraints tailored to actor types;and strengthened governance perfor-mance through resource integration and platform-based service provision to promote cross-scenario coordination and system-level connectivity.关键词
