Research on the Internationalization Development Path of China's Scientific and Technological Talents Based on Quantitative Analysis of Policy Texts

Abstract
[Purpose/Significance]In response to intensifying global competition in science and technol-ogy,China has increasingly made the internationalization of scientific and technological talent a core strategy for strengthening national innovation capacity and international competitiveness.[Method/Process]This paper analyzes policies related to the internationalization of scientific and technological talent in China from 1956 to 2023,using quantitative policy text analysis from a historical perspective.First,by constructing a collaborative network of policymaking entities,the study identifies the principal issuing agencies and their cooperative rela-tionships across different phases.Second,using Dynamic Topic Modeling(DTM)and dependency parsing,the paper explores changes in policy themes,identifying four primary internationalization pathways:Talent attraction,outbound and return training,global innovation collaboration,and international ecosystem development.[Result/Conclusion]The findings reveal that these pathways have varied in emphasis over time in response to changes in the international environment and domestic needs,with policy instruments evolving from a single approach to a diversified mix.Based on these insights,the study offers policy recommendations for the"15th Five-Year Plan"period,including strengthening both high-level talent attraction and internationally oriented domestic training,deepening global innovation collaboration,creating an attractive internationalized ecosystem,and optimizing poli-cy instrument combinations to enhance systemic coherence and flexibility.关键词
