Changes in Professional Degree Postgraduate Education Policies in China:Trajectory,Logic and Trends

Abstract
Professional degree postgraduate education policies are the core institutional foundation that standardizes and guides the development of professional degree postgraduate education.Based on historical institutionalism and rational choice institutionalism,this paper constructs an analytical framework integrating macro deep-seated structures and micro actor logic,and systematically investigates the historical trajectory,internal logic and development trends of China's professional degree postgraduate education policy changes.The study finds that the evolution of China's professional degree postgraduate education policies has gone through four stages:foundation preparation,establishment and formation,rapid development,and connotation construction.The policy focus has gradually shifted from category setting and scale expansion to structural optimization and quality improvement.Its evolution is not only affected by macro deep-seated factors such as ideological concepts,economic development and educational reform,but also driven by rational choices of multiple actors including the government,social organizations and universities.Looking ahead,we should further transform traditional ideological concepts,enhance the adaptability of professional degree postgraduate education to economic and social development,and promote reforms in key areas such as the discipline catalogue,quality evaluation and management system.Meanwhile,we need to strengthen the government's policy planning and implementation capacity,give full play to the role of social organizations in demand feedback and talent cultivation,and improve universities'capabilities in policy understanding,institutional connection and independent school running,so as to continuously optimize the professional degree postgraduate education policy system.关键词
