Collaborative Innovation of Vocational,Higher and Continuing Education Empowering the Construction of a Powerful Education Country:Action Mechanisms,Practical Obstacles and Breakthrough Paths

Abstract
Coordinating the collaborative innovation of vocational education,higher education and continuing education is a critical initiative to deepen the development of modern vocational education system,as well as an effective pathway to advance the construction of a powerful education country.The"three types of education"collaboration empowers the development of a powerful education country through three interlinked mechanisms:systemic empowerment,supply-side empowerment and developmental empowerment,which respectively optimize the structural layout of the national education system,enhance the education sector's capacity to serve social and economic development,and unblock diversified career advancement pathways for individual learners.At present,the collaborative innovation of the three types of education still faces prominent practical obstacles at the institutional,operational mechanism and ecosystem levels,which are specifically manifested as the lack of top-level institutional arrangements for overall coordination,the rule-based fragmentation that hinders seamless articulation across different education types,and the erosion of cultural recognition for cross-sector collaboration.To address these dilemmas,systematic reforms should be carried out from three dimensions of institutional reconstruction,model innovation and cultural cultivation:establishing a hierarchical collaborative governance system with clearly defined authority and responsibilities,building a collaborative talent cultivation model featuring full integration of educational resources and elements,and fostering a favorable social cognition and cultural atmosphere that supports the coordinated development of the three education sectors,so as to provide robust and sustainable support for the construction of a powerful education country.关键词
