Policy Design and Practical Review of Ministry-province Coordination in Shaping New Forms of Industry-education Integration

Abstract
Ministry-province coordination serves as a crucial mechanism for shaping new forms of industry-education integration in vocational education.A comparative analysis of 10 official documents on the joint construction of provincial modern vocational education systems through ministry-province coordination reveals inter-provincial differences in the policy design for shaping new forms of industry-education integration in the new era.These differences are reflected in specific dimensions such as the structural and organizational quality of municipal industry-education consortia,as well as the industrial layout and technological R&D services of industrial industry-education integration communities.Such inter-provincial differences reflect practical dilemmas in handling"forward-backward relations","central-local relations"and"inter-departmental relations"during project connection,central-local interaction and departmental coordination in deepening industry-education integration.To shape new forms of industry-education integration,it is necessary to establish a sustainable operation mechanism as a key link,institutionalize central-local relations as an important task,regard collaborative innovation as the core content,and improve the construction mechanism of the modern vocational education system.关键词
