Opportunities and Challenges for the Innovative Development of Vocational Education in Central and Eastern Europe Driven by the EU Digital Strategy

Abstract
Against the backdrop of the parallel advancement of digital and green transitions,the European Union has elevated vocational education to a critical institutional instrument for supporting economic restructuring and strategic autonomy through policy frameworks such as the Digital Europe Strategy and the European Skills Agenda.Industrial digitalization and the rise of intelligent manufacturing have created a window of opportunity for skill restructuring and value chain upgrading in Central and Eastern Europe(CEE).EU financial support,the convergence of qualification frameworks,and expanded transnational cooperation have further strengthened the region's capacity for educational reform and accelerated its integration into the European human capital and industrial systems.However,the legacy of post-socialist institutions,the centralization of educational governance,uneven regional development,and sustained population outflows have generated pronounced path dependence and institutional constraints on the digital transformation of vocational education.At the same time,the digital divide,insufficient foundational competencies,and growing social stratification risk exacerbating inequalities within vocational education and undermining the quality of skill provision.The digital transformation of vocational education in CEE is not only a key pathway for embedding the region within the broader process of European integration but also a crucial variable shaping national economic resilience and regional competitiveness.Its ultimate effectiveness will largely depend on whether external policy dividends can be successfully translated into endogenous institutional capacity.关键词
