北斗时空信息赋能乡村生态韧性治理的作用机理
Mechanism of BeiDou Spatiotemporal Information Empowering Rural Ecological Resilience Governance:Based on a Perception-Response-Collaboration Analytical Framework

Abstract
Rural ecological governance faces dual constraints of"spatiotemporal blind spots"and"response time-lag",which jointly constitute a structural bottleneck for resilience improvement.Boasting real-time dynamic spatiotemporal reference and two-way short-message communication capabilities,the BeiDou system for the first time equips remote rural areas with all-weather,high-precision,and low-cost monitoring of ecological elements.However,its governance value does not equate directly to its technical indicators.The"perception-response-collaboration"framework reveals that upgraded perception transforms the foundation of governance information from fragmention to full-spectrum coverage;precise-agile response shifts management approaches from experience-based to data-driven;and integrated collaboration promotes diverse stakeholders to move from fragmented departmental segmentation to linked co-governance bonded by unified spatiotemporal information.These three components constitute a complete governance cycle,and weakness in any stage will lead to systemic decline in resilience.BeiDou provides catalytic preconditions rather than alternative solutions,and its effectiveness is constrained by spatially uneven technology coverage,temporal misalignment in institutional environments,and structural deficiencies in grassroots digital literacy.The transition from catalytic preconditions to systemicevolution hinges on whether the governance system can leverage the cognitive capacity provided by spatiotemporal information to reflect upon and reform its own operational logic.关键词
