高标准农田建设的协同逻辑与典型案例研究
Research on the collaborative logic and typical cases of high-standard farmland construction

Abstract
High-standard farmland construction is a crucial measure to strengthen the foundation for comprehensive rural revital-ization and provide strategic support for building a strong agricultural nation.This paper extended the Institutional Analysis and Develop-ment(IAD)theoretical framework to the context of multi-stakeholder collaborative governance,and combines it with the reform prac-tice of high-standard farmland construction in Sunduan Street,Shaoxing City,Zhejiang Province,to analyze the inherent collaborative logic among multiple stakeholders,including the government,village collectives,and small farmers,in the process of high-standard farmland construction.The research found that accurately grasping the superimposed effects of policies and practical situations,promo-ting multi-stakeholder collaborative governance,and establishing a comprehensive regulatory and incentive system were of great signifi-cance for expanding the scale and investment in high-standard farmland construction and increasing its economic benefits.This paper suggests that in the process of high-standard farmland construction,it is necessary to strengthen the guidance and support of the gov-ernment,promote autonomy among multiple stakeholders,stimulate their participation through the formulation of policy incentives,a-chieve collaborative governance among multiple stakeholders,and leverage the role of village collectives as a bridge.关键词
