摘要
Abstract
The policy of free normal students which can help students who have not enough money to finish their higher education. However, this policy has some items restricted students to choose jobs by themselves and to obtain future development chances. In the direction of this policy, there has a contract which is signed by student/school and the administrative department of education, but what is the nature about this contract which is an administration contract or a civil contract is still a big problem in the future discussion, and this contract reflects inequity of education which hasnt completely protected free normal students＇ rights to education.关键词
