西南地区“两免一补”政策的实施成效、问题及对策
Effect, Problems and Countermeasures of the Implementation of ＂Two Free One Supplement＂ Policy in Southwest China
摘要
Abstract
The policy of ＂two free one supplement＂ has been implemented for a period of time in southwest area.Through visiting and in- vestigation, it＇s easy to see that the policy has achieved great success. However, at the same time, it＇s obvious that the policy still has many problems： the policy is not fully implemented and is not firUy understood by local people in southwest China; the policy increased the financial burden of the governments of all levels in southwest China;the policy does not solve the problems of budget shortage effectively and does not transfer students＇ study attitude fundamentally. The countermeasures to perfect the policy ＂two free one supplement＂ are： the government should fully recognize the importance of the policy and continue to advance the implementation of ＂two free one supplement＂, continuously perfect the policy and strengthen the effect of the policy, recognize the limits of the policy in improving the quality of compulsory education and take various measures to ensure the quality of compulsory education in southwest China.关键词
