流浪猫：城市动物卫生监管的新困惑OA
On the Control of Stray Cats in City
2013年，上海某区连续发生多起群众举报非法收购、贩运活猫的事件。随着流浪猫的数量激增，一些人发现活猫有利可图而进行贩卖，与之相反的是，也有越来越多的人关心动物福利，由此引发了矛盾。这一问题，动物卫生监督机构也难以依法处理。本文围绕城市流浪猫引发若干问题及其监管，特别是动物卫生监督机构的执法困惑，作者提出相关的对策和建议。
In 2013,a district of Shanghai,there were several people report the illegal cats transaction and transport. With the development of the city,the number of stray cats in growth,some people found selling live cats have good prospects of gain,there are also more and more people are concerned about animal welfare,which triggered a contradiction.
