摘要

Abstract

In 2013,Chengdu city officially launched the second stage construction task of exploring into pilot region for comprehensive re-forms of overall planning for urban and rural education.Chengdu,around the two themes of"overall planning for urban and rural areas and uni-fying production and education",taking the"four systems"(urban and rural basic public education service system,modern vocational education system with Chengdu characteristics,modern higher education service system for regional service and the modern lifelong education system for the whole people) and the"Ten Plans"(Top-notch innovative personnel training plan in early stage;Training plan for new citizen college stu-dents;Teachers' professional development platform construction plan;Promoting the educators running schools plan;Future school construction plan;Characteristic vocational colleges construction plan;Local education standard system construction plan;High quality education resources full coverage plan;Collaborative innovation education reform plan;Opening education plan) as the breakthrough point,focuses on strengthening the system construction,based on the"six integration"of"development planning,school conditions,teaching staff,funding for education,edu-cation quality,evaluation criteria"in the first phase of the pilot area,highlights the education opportunities,resource allocation,quality level and management methods to deepen the mechanism of integrating urban and rural education to speed up the process of"learning by good teaching with excellent quality".
