摘要

Abstract

With the advancement of new urbanization process in China ,the quality of rural schools increasingly gains national attention . The traditional course management has been unable to meet rural needs of school-based curriculum development ,which has to be changed de-pending on the circumstances .This paper analyzes the basic meaning and value implications of traditional course management and governance programs ,clarifying the main reason for the current plight of rural schools and school-based curriculum development .It points out that curricu-lum governance is the only way for the development of school based curriculum in rural schools and puts forward the idea that curriculum gover-nance needs to adhere to the principles of democratic governance and dynamic management ,and it need a new governance model .
