摘要

Abstract

The particularity of general high school education status determines the complexity of the problem .Institutional obstacles and policy deviation are the direct causes of imbalances in the development of general high school education .The imbalanced development of high school education is a chain reaction like “domino” ,and education system and policy is just one part .The root of the development imbalance is the incompatibility between public orientations of education system design and tool orientations of education practice ,which has led to the devel-opment of China’s general high school education having a balanced ideal ,but the goal is always unable to achieve .
