英国高等教育财政拨款体制对我国的启示
Implications of the British Financial Allocation System of Higher Education to China
摘要
Abstract
This paper describes the development and changes in China's higher education funding system, and analyzes the shortcomings of"Comprehensive Norm+special subsidies"under the “Government—College”operation system. Based on the study of British Higher Education financial allocation system, we suggest to totally reform the higher education financial allocation system from both financial allocation operation system and appropriation, which will gradually lead us to transfer from the"Government-Colleges"operating mechanism to a"government-agency –Colleges”Operating mechanism, and transfer from a single policy parameters to multi policy parameters on financial allocation. These experiences provide valuable support for the theory and practice enlightenment for the reform of college financial allocation system in China.关键词
