关于食品安全中政府监管的国内外研究综述
Research Advancements on Government Supervision in Food Safety
摘要
Abstract
Food safety is a matter related to people's vital interests as well as a major livelihood project,so the government must pay attention to it during supervising.Based on the existing literature,this paper analyzed the current situation and existing problems of the supervision mechanism,and results found that in the prior regulatory links,the government risk supervision level was low,the disclosure of the regulation information was inadequate and the regulatory laws and regulations and various subject of law enfforcement.In the matter of regulatory links,the government regulatory power was weak and the food recall system was imperfect.In the post-regulatory links,the construction of food safety integrity system was backward and the implementation of administrative accountability system was not in place.This paper put forward proposal including changing the way of supervision,setting up the scientific modern supervising concept,quantifying the effect of government regulation and constructing the scientific performance index system of food quality and safety supervision.关键词
