摘要

Abstract

This article analyzes three trends of deconstructing of teacher certification system of higher education based on the data of teacher certification in Beijing in the past 5 years.It finds the characteristics of low-level universality and high-level differentiation of teacher certification due to the reasons of the subject and agency of the applicants,the approach and circumstance of authorizing,and the exemption for certain target,and also the characteristic of incompatibility arising from the change of the institution and social development.This article advises four approaches in order to improve the teacher cer-tification system.Firstly,to eliminate the differences of the subject of applicants and to establish the system of third-party assessment and supervision;secondly,to ensure the equality of the subject of applicants by abolishing the examination ex-emption for certain group;thirdly,to issue differentiated teacher certification based on the varieties of higher education a-gencies;fourthly,to improve the performance appraisal system by combining the evaluation and probation period,and to ex-pand the category of applying and to provide the regulation on certificate of foreigners.
