我国西部边远地区教师轮岗政策的执行困境与破解——基于西藏教师轮岗政策执行的调查分析
The Execution Predicament and Decomposition of Teacher Rotation Policy of Remote Areas in Western China——Investigation on the Execution of Teacher Rotation Policy in Tibet

Abstract
With the promulgation of a series of policies of "principal and teacher exchange"in China, the counts in the western remote area of China have promulgated and implemented the documents. However, in the process of implementation, problems are coming out such as the lack of supporting funds, ineffective incentive and compensation measures, teachers' low recognition of policies, low willingness of rotation of teachers, arbitrary discretion of policies in the execution. As a result, policy implementation is in a dilemma. The research suggest to allocate special funds for rotation and reform the teacher management system; to set up a cooperation platform for schools and improve the operational mechanism of policies, to increase incentives and establish incentive and compensation mechanisms with gradient differences; to set the standard of teachers' establishment and allocate teachers' resources rationally, and strengthen the training of local teachers.关键词
