政府购买学前教育服务政策下青海乡村幼儿教师工资收入现状、影响与建议―――基于青南五县的实地调查

Abstract
Salary income is not only an important factor affecting teachers’professional attraction,but also the basic condi- tion for the construction of rural preschool teachers team.By comparing the wage income of rural kindergarten teachers in southern Qinghai with the average wage level of local society and the wage income of preschool teachers in local urban areas, this paper analyzes a series of problems,such as the difficulty of recruiting rural kindergarten teachers due to the wide in- come gap,the lack of professional belonging of existing teachers,and the instability of the teaching staff.How to make ex- cellent rural preschool teachers "recruit"and "stay"needs to further improve the existing policy of "government purchasing preschool education services"and related management policies.To establish and improve the wage security system for rural preschool teachers and treatment guarantee system,the formulation of the minimum wage standard and the corresponding policies for the promotion of wages and the evaluation of professional titles,the opening up of the channels through which teachers outside the establishment enter the establishment,the establishment of the special post allowance and personal fi- nancial support reward system for rural preschool teachers,and the improvement of welfare treatment,so as to enhance the salary competitiveness of rural preschool teachers and attract more outstanding teachers to teach in rural areas.It lays a solid talent foundation for the development of rural preschool education in Qinghai-Tibet Plateau.关键词
