What are the Special Demands of Contract Teachers?——Based on the Comparative Analysis of Treatment Demands of Contract Teachers and Public Teachers

Abstract
临聘教师作为基础教育阶段师资来源的重要保障,对于临聘教师的现实待遇诉求分析仍有待补充.本文使用2008-2021年全国性网络问政平台的临聘教师与公办教师待遇诉求进行自动文本分析和统计描述.研究发现,临聘教师在"清退"政策之后,留言量迅速下降;临聘教师的工资类诉求相较于补贴类诉求更为强烈;农村临聘教师诉求在2014年"清退"政策之后快速下降,而离岗临聘教师诉求却持续到了2019年;临聘教师相较于公办教师具有更强烈的教师比较效应、更弱的公务员比较效应,和周期性的跨地区比较效应.基于此,本文认为应精准研制临聘教师聘用的管理办法,确保临聘教师的合法权益得到保障,同时将非基本教育服务定价权和收费权下放以缓解地方财政压力.关键词
