The Policy Evolution,Action Logic and Practice of Equalizing Basic Public Education Services

Abstract
The equalization of basic public education services is a key element of China's public service planning,and a fundamental institutional arrangement for the solid advancement of common prosperity.Examining the course of policy changes in basic public education services from the perspective of common prosperity,it is found that there is a consistent and progressive relationship with the policy value changes in the national strategic task of promoting common prosperity,and that it has generally laid the institutional foundation for building a high-quality and balanced basic public education service system.On the basis of grasping the action logic that equalization of basic public education services provides a bottom-up guarantee for poverty eradication,lays the cornerstone of human capital for common prosperity,meets the people's needs for a better spiritual life,and builds up momentum and accumulates energy for the promotion of high-quality development,it is proposed that a quality and balanced basic public education service system should be constructed.In order to promote common prosperity,it proposes the practical path of promoting high-efficiency equalization of services by enhancing the match between supply and demand,high-level equalization of services by improving the quality of service provision,high-quality equalization of services by enriching the supply of spiritual products,and high-quality equalization of services by improving governance capacity.关键词
