摘要

Abstract

Teaching ability is the core ability of college teachers'professional development,and evaluation is its important traction.Based on the theory of policy tools,this paper analyzes 58 policy documents on the evaluation of teaching ability of Chinese university teachers,and explores the preference of using policy tools and the degree of concern of evaluation elements.Results:The evaluation orientation of"teacher's ethics first"and"teaching is essential"is clearly defined by the command tool;The teaching compound ability is emphasized with the guidance of capacity-building and exhortation tools.The number of policies has increased and coordination has been enhanced,but there are some problems,such as emphasizing training and undervaluing evaluation,and insufficient coordination between policy tools and evaluation elements.Research conclusion:Problem-oriented,optimize the top-level design of university teachers'teaching ability evaluation policy;Guided by evaluation,strengthen the policy supply to promote the teaching ability of college teachers;Select and optimize the combination of policy tools to enhance the teaching ability of college teachers;Make good use of systematic transformational tools and sufficient incentive tools to play a targeted role;Improve the compatibility of policy tools with policy objectives and policy contents,and ensure the implementation effect.
