摘要

Abstract

At present,the chief information officers of primary and secondary schools is facing four major dilemmas in their actual work:imprecise role definition,insufficient capabilities,incomplete organizational structures,and inadequate empowerment.Through analyzing the emergence of these dilemmas,there are several reasons:inadequate understanding and lack of overall awareness;imperfect systems and lack of guarantee mechanisms;inflexible implementation and lack of effective strategies.In this way,it puts forward a way to address these dilemmas:being practical and realistic and precise role definition;capability enhancement for effective upgrading;strengthening organizational structures to create synergy;and granting effective empowerment to boost efficiency.It is hoped that it can provide a useful reference for the construc-tion of chief information officers in primary and secondary schools.
