Theoretical Foundations,Hot Topics and Development Trends of Digital Govern-ment Research
摘要
Abstract
The rapid progress in digital government practices has led to advancements in theoretical research,with theoretical development guiding the implementation of these practices.This paper systematically reviews the research hotspots of digital government from three perspectives:policy guidance,organizational support,and technological governance.These perspectives reflect the interdisciplinary and complex nature of digital government research.The practice of digital government,grounded in digital technology and literacy,has reshaped government responsibilities and governance models,bringing about profound changes in organizational management.This highlights key research directions and trends that future digital government should prioritize. Compared to previous literature,this paper expands on three aspects.Firstly,it clarifies the developmental context of foundational theories of digital government,emphasizing the equal importance of technological governance and collaborative governance.The ultimate objective is to construct a government that is holistic,responsive,and democratic,meeting the diverse needs of the general public.Secondly,starting from specific propositions,the hotspots and key issues of digital government research were identified.The relationships between these issues were discussed,emphasizing the crucial importance of understanding the connections among these issues.Extensive empirical research is needed to delve into the logical embedding of digital technology in organizational operations and the evolutionary logic of digital policy changes.It is essential to comprehensively understand the overall development level and driving mechanisms of various dimensions and elements of China's digital government.Thirdly,the paper proposes a series of policy recommendations to support government digital transformation from the perspective of optimizing digital government practices. The research in this paper reveals the interactive process between technology and policy,and the interplay of organizations to some extent.This interaction process involves policy guiding technology,technology adapting to the organizational structure and culture of government institutions,and the organization maintaining consistency with policy and technology.Additionally,the future development of digital government should prioritize not only the research,innovation,and application of digital technology but also the study of the government itself.By emphasizing elements such as technological ethics,organizational operations,policy processes,political interests,rights maintenance,public participation,openness,transparency,fairness,and convenience,it is crucial to examine the process and adaptability of embedding digital technology into these elements.关键词
