内蒙古自治区基层医疗卫生资源配置现状及效率分析
The status quo and efficiency of grassroots health resource allocation in Inner Mongolia Autonomous Region

Abstract
Objective To explore the rationality of grassroots health resource allocation by analyzing the efficiency of grassroots health resource allocation in various cities or leagues of Inner Mongolia Autonomous Re-gion.Methods Literature analysis was made of the existing literature,and the number of diagnosis and treatment visits and hospital admissions were selected as output indicators,and the number of beds,institutions,and health technical personnel as input indicators from The Inner Mongolia Health Statistical Yearbook from 2016 to 2020.On the basis of the available data,we established an evaluation index system for resource allocation efficiency of grass-roots health institutions in Inner Mongolia Autonomous Region.Subsequently,a static analysis of resource alloca-tion efficiency was conducted using the BCC model in the DEA method.Results The overall efficiency value showed a downward trend.The average pure technical efficiency of each year ranged from 0.791 to 0.911,indica-ting an overall state of technical inefficiency.Meanwhile,the average value of scale efficiency also failed to a-chieve the optimal production scale,and the number of cities or leagues with constant returns to scale in each year showed a downward trend.Conclusions There are significant differences in resource allocation efficiency among the 12 cities or leagues in Inner Mongolia Autonomous Region.Targeted efforts should be made to increase invest-ment and policy support,rapidly address the deficiencies in the management,operation,and technology of existing primary healthcare institutions through compact medical consortia or medical communities,and take multiple meas-ures to narrow the gap in resource allocation efficiency among cities or leagues in grassroots healthcare institutions.关键词
