我国学分银行建设与运行嵌入多元化制度场域中,在国家、地方政府、企业等多元主体不同逻辑相互交织与作用下,产生了国家制度供需失衡与制度运行低效、地方政府在政绩追求下的"选择性执行"和尝试探索下的"多样形态"、学习者在发展逻辑与学历至上逻辑下对学分银行的低认可度等困境.在多重制度逻辑框架下,加强国家制度设计、强化地方政策执行、精准配套支持跟进、提升学分的效用度能够有效化解学分银行建设困境,从而发挥学分银行制度在学习型社会、学习型大国建设中的作用.

The construction and operation of credit banks in China is embedded in the field of diversified institutions.Under the different logic interweaving and interaction of multiple subjects such as the state,local government and enterprises.The difficulties arise,such as the imbalance between supply and demand of the national system and the inefficient operation of the system,the"selective implementation"of local governments in pursuit of political achievements and the"diverse forms"of attempts to explore,and the low recognition of credit banks by learners under the logic of development and academic qualification first.Under the framework of multiple system logic,strengthening national system design,strengthening local policy implementation,precisely supporting follow-up,and improving the effectiveness of credit can effectively resolve the dilemma of credit bank construction,so as to play the role of credit bank system in the construction of learning society and learning power.
