我国"县管校聘"教师流动政策的回顾与省思
Review and Reflection on"the County Management and School Recruitment"Policy in China

Abstract
"The County Management and School Recruitment"Policy in China has been implemented for nearly ten years and undergoing two main stages,namely the element generation of"teacher mobility(rotation)"and"County Manage-ment and School Use"and the implementation of the"County Management and School Recruitment"Policy.Based on the Multi-Source Flow Theory,the policy process of why the"County Management and School Recruitment"Policy evolved from the policy of teacher exchange and rotation is analyzed.It discovers that the problem stream lies in teachers'willing-ness to rotate and the sense of belonging is"double low",the news and public's focal point of rural education,and the dif-ficulty in breaking down the resistance of the teacher management system;the policy stream lies in suggestions from all stakeholders,and the effective reform of"County Management and School Use"in local;while the politic stream happens in the prominent contradiction between the demands of students'parents and the allocation of teachers,and the governance concept of"Running Education to the Satisfaction of the People"and"Promoting Education Equity".The three streams flow together and open the window of the"County Management and School Recruitment"Policy under the catalysis of coupling timing and power.Based on the analysis,it suggests enhancing problem awareness,providing quantitative standards for mobility,supplementing evaluation and assessment mechanisms,improving various guarantee mechanisms,considering the local particularity during implementation,and promoting rural basic education construction,to make the policy implement-ation more reasonable,in-depth,and effective in various regions.关键词
