Reform on Market Entry of Collective Operating Construction Land in the New Era:Stage Characteristics,Concrete Progress and Policy Proposals

Abstract
The reform of the rural land system is an important tool for the integrated urban-rural development in the new era.Since 2014,the market entry of collective operating construction land has gone through three phases,namely,the pilot reform period,the period of adaptation to the amendment of the law,and the period of deepening the reform.It has made some progress nationwide,and has had obvious effects in terms of clarifying property rights,revitalizing elements,and increasing farmers' incomes.Generally speaking,there are still problems such as high threshold for entering the market,insufficient risk prevention,imperfect revenue distribution mechanism,and insufficient incentive to enter the market for collective operating construction land.Subsequent efforts should be made to further deepen the reform in a positive and steady manner from the perspectives of improving the synergy of rural reforms,optimizing the overall distribution mechanism,and exploring the incentive mechanism for entering the market.关键词
